She is berating him for his poor decisions, but he hopes he can speak before he leaves so he can explain himself. Even in the face of inevitable end, he tries to make it right, at least for himself. Or it could also be seen as the girl is telling Julian that he’s talking way too much, as she is breaking up with him.
